Adding gcc4 alpha ebuilds for development and testing. Fix ordering of data in ebuilds so DESCRIPTION, etc comes after inherit toolchain. Bump gcc-3.3 to reintroduce a patch from fedora which got dropped from 3.3.5 and 3.3.5-r1. This should fix tls issues on sparc (bug #78320), but it is still in 'KEYWORDS=-*' until the PIE patches get updated.
