Version 8.0.0 complains about not using internal meson when conifguring.
For the time being, simply disable the check. We should fix this
properly, though.

Mostly a dirty/quick hack, exact cause leading to this happening
with wine-proton-7(32bit) but not 8 nor 7(64bit) haven't been fully
dug into.
Had tested wine-vanilla-7.0.2 with 11.0.0 and initially thought
proton-7 was fine too, but unlike vanilla it defines __fastfail.

Does not seem(?) developed anymore, use 8.0.9999 or 7.0.6 as needed.
Meant to keep it a bit longer, but wine-7 is already starting to break
and it'll be less ebuilds to fix.

Albeit considered removing this USE altogether before (optfeature).
Kept it mostly because of how long it's been there, may revisit this
eventually (in wine-proton it's already gone and is not even mentioned
given Wine itself will advertise it if attempt to use dos).
Not really worth a revbump, ultimately a user could just USE=-dos
and install whichever they want too.

gcc to a newer _p* snapshot should sort it (alternatively, use
released >=gcc-13.1.0).
Note that -fstack-protector* (bug #870136) is still needed, while
mingw64-runtime-11.0.0 add some degree of support, it still seems
to fail for Wine itself.

Bit hacky but it builds again with this.
Also changed handling of packages/workspaces given upstream has set
a desktop-only default to simplify things for normal users, but that
won't even run tests nor build the other tools (--bins does not work
so well anymore, so specifying exact packages).
