A straightforward import of the ebuild that François Bissey has
been maintaining in the sage-on-gentoo overlay. I added a test
suite that factors a large composite number based on the doctests
for qsieve() in SageMath.

This new version drops two patches (zlib underlinking and qt-5.11
support) that have been fixed upstream in other ways. Unfortunately,
it also temporarily disables USE=imagemagick, because the upstream
support for imagemagick is broken. In the past, we have carried custom
patches to fix that, but they no longer apply, and upstream has hinted
that the approach they take will not be accepted. So to get this out
the door, the simplest thing to do is to follow upstream and throw
imagemagick under a bus.

There's no easy way to test this package, but I regularly use (and
test) its SageMath interface, so I'm going to save the arch teams
a pointless build test and stabilize it myself this time.

The best way to test this package is through its SageMath interface,
which I do pretty regularly. The latest revision just drops a USE
flag, and the previous one was around forever. It's stable.

This new upstream version fixes a few minor ebuild issues:
* I've attempted to fix the MySQL include location in a more standard
way, by using mysql_config (bug 597620). Another solution was already
present in v4.63, so I've marked this bug as resolved.
* The virtual/mysql dependency was replaced, per bug 666060. This will
be completely resolved when v4.65 goes stable and v4.63 is removed.
We also include a new patch, from upstream, to quiet some overly-verbose
output. The patch to debundle the system libraries was forward-ported to
the new version thanks to François Bissey, who maintained an ebuild for
v4.65 in the sage-on-gentoo overlay until now.

Update our version of gfan to the latest upstream v0.6.2, from
September 28th 2017. The new ebuild is based off of the version that
François Bissey maintains in the sage-on-gentoo overlay, with a few
additional changes:
* Merged the EAPI=7 and slot dependency updates from ::gentoo.
* Change the LICENSE to "GPL-2+", to match the upstream LICENSE file.
* Stripped some more CFLAGS mangling out of the upstream Makefile.
Corresponding to this we now replace "-O3" by "-O2" in the ebuild.
* Added USE="doc", to build and install the LaTeX manual.

Taking another shot at making USE=custom-tune do what it's supposed to
do. The project's targets don't depend on ecm-params.h, so after we
generate them, we need to "emake clean" and rebuild everything
manually in order to use the custom parameters.

I overzealously removed the series of steps needed to build gmp-ecm
with custom parameters in the -r2. We need to build, find the custom
parameters, and then build again to reap the benefits. I left a
comment in the ebuild to explain that to other, future mes.
